South Korea Arrests 2 Presidential Aides Over Blacklist of Artists
한국, 문화계 블랙리스트로 두 대통령 보좌관 구속

SEOUL, South Korea — Two of President Park Geun-hye’s closest aides, including her culture minister, were arrested Saturday on charges that they were involved in drawing up a blacklist of thousands of artists and writers deemed unfriendly to Ms. Park and excluding them from government-controlled support programs.
한국 서울 – 토요일 문화체육부 장관을 포함한 두 명의 박근혜 대통령 최측근 보좌관들이 박 대통령에 비우호적으로 여겨지는 수천 명의 예술가, 작가들의 블랙리스트를 작성해 국가가 지원하는 프로그램에서 배제시킨 것과 관련되어 구속됐다.

Ms. Park’s powers have been suspended as she faces an impeachment trial on charges of corruption and abuse of power. The blacklisting of artists is another element of the case against Ms. Park in her impeachment trial at the Constitutional Court. The court will decide in the coming months whether to end her presidency on the charges filed by the National Assembly on Dec. 9.
박 대통령은 부패와 권력남용의 혐의로 탄핵 재판을 직면하고 있는 가운데 직무 정지되어 있다. 예술인들의 블랙리스트 작성은 박 대통령의 헌법재판소 탄핵 심의의 또 다른 사안이다. 헌법재판소는 12월 9일 국회가 제기한 혐의에 대해 대통령직을 파면할 것인지 오는 수개월 내에 결정할 것이다.

On Saturday, a special prosecutor investigating Ms. Park’s case arrested Culture Minister Cho Yoon-sun and Kim Ki-choon, Ms. Park’s former presidential chief of staff, on charges of abusing official power in connection with the blackballing of the artists.
토요일 박 대통령의 사건을 수사 중인 특검은 예술인들을 배제시킨 일과 관련해서 공적인 권한을 남용한 혐의로 문체부 장관 조윤선과 박 대통령의 전 청와대 비서실장 김기춘을 구속했다.

Ms. Cho is the first sitting member of Ms. Park’s cabinet to be arrested in the investigation.
조 장관은 조사 중 구속된 박 대통령 내각의 첫 현직 관료이다.

Revelations about the blacklist have infuriated the public, prompting national introspection about South Korea’s young democracy and its authoritarian past. Huge crowds of people who have marched in central Seoul on recent weekends demanding Ms. Park’s impeachment have also called for the arrests of Ms. Cho and Mr. Kim.
블랙리스트와 관련된 폭로는 국민을 격노시켰으며, 짧은 역사의 한국 민주주의와 독재의 과거에 대해 국가적 성찰을 불러일으켰다. 최근 매 주말 박 대통령의 탄핵을 주장하며 서울 중심에서 가두행진을 벌였던 대규모 군중들은 또한 조윤선과 김기춘의 구속을 요구했다.

Mr. Kim, 77, was a senior anti-Communist investigator at the K.C.I.A., the government’s main spy agency in the 1970s, under Ms. Park’s father, Park Chung-hee. The agency under Mr. Park arrested and tortured dissidents, framing them by charging that they were Communists or sympathetic toward North Korea.
77세의 김 씨는 박 대통령의 아버지 박정희 집권 당시 1970년대에 정부의 주요 첩보 기구였던 한국 중앙정보부의 대공수사국장이었다. 박정희 집권 하에 중정은 반대자들을 체포하고 고문했으며, 그들을 공산주의자 또는 친북주의자로 기소하여 혐의를 씌웠다.

Mr. Kim returned to the center of power with Ms. Park’s election, serving as her chief of staff from 2013 to 2015.
김 씨는 박 대통령의 당선과 함께 권력의 핵심으로 복귀했으며, 2013년부터 2015년까지 청와대 비서실장으로 근무했다.

One of the first things he was accused of doing under her was to blacklist artists, writers and journalists deemed progressive and unfriendly to the government, reviving a practice from the country’s dictatorial past. Ms. Cho was accused of working with Mr. Kim while she was Ms. Park’s senior presidential secretary for political affairs from 2014 to 2015.
박 대통령 집권 시 먼저 행한 일로 그가 받는 주요 혐의 중의 하나는 진보성향이며 정부에 비우호적인 예술가, 작가, 기자들의 블랙리스트를 작성하여 한국의 독재시대 관행을 되살린 일이었다. 조 장관은 2014년부터 2015년까지 박 대통령의 정무수석 비서관으로 근무하면서 김 씨와 함께 작업한 혐의를 받고 있다.

After repeated denials, Ms. Cho apologized to the people last week for blacklisting artists and denying them government support “just because of their political and ideological beliefs.”
거듭 부인한 후 조 씨는 지난주 예술가들에 대한 블랙리스트 작성과 “정치적 사상적 신념이 다르다는 이유로” 정부의 지원을 배제한 것에 대해 대국민 사과했다.

Investigators have not unveiled a formal blacklist. But by 2015, the number of people rose to nearly 10,000, including many of the country’s best-known movie directors, novelists and poets, like Han Kang, winner of the Man Booker International Prize in 2016, and the director of “Oldboy,” Park Chan-wook.
수사관들은 정식 블랙리스트를 공개하지 않았다. 그러나 2015년까지 블랙리스트 명단은 거의 만 명에 이르렀으며, 이 리스트에는 2016년 맨부커 국제상 수상자인 한강 씨와 영화 “올드보이”의 박찬욱 감독 등 한국에서 가장 유명한 영화감독, 소설가, 시인 등이 포함되어 있다.

The arrests on Saturday were part of the special prosecutor’s efforts to build a case against Ms. Park. The prosecutor plans to summon her for questioning next month.
토요일에 이루어진 구속은 박 대통령을 기소하기 위해 특검이 행한 노력의 일부였다. 특검은 다음 달 초 그녀를 소환 신문할 계획이다.

Officially, Ms. Park has made promoting movies and other cultural products one of her top priorities. But her government has “seriously undermined the freedom of thought and expression” by secretly blackballing artists, the prosecutor said.
공식적으로 박 대통령은 영화와 다른 문화사업 융성에 국정 우선순위를 두었다. 그러나 박근혜 정부는 비밀리에 예술가들을 배제하여 “사상과 표현의 자유를 심각하게 침해했다”고 특검은 말했다.

Former Culture Minister Kim Jong-deok and two other former senior officials were arrested last week on suspicion of involvement in the blacklisting.
지난주 전 문체부 장관 김종덕과 다른 두 전직 고위 공무원들이 블랙리스트 사건 관련 혐의로 구속됐다.
