South Korea Arrests 2 Presidential Aides Over Blacklist of Artists

SEOUL, South Korea — Two of President Park Geun-hye’s closest aides, including her culture minister, were arrested Saturday on charges that they were involved in drawing up a blacklist of thousands of artists and writers deemed unfriendly to Ms. Park and excluding them from government-controlled support programs.

Ms. Park’s powers have been suspended as she faces an impeachment trial on charges of corruption and abuse of power. The blacklisting of artists is another element of the case against Ms. Park in her impeachment trial at the Constitutional Court. The court will decide in the coming months whether to end her presidency on the charges filed by the National Assembly on Dec. 9.

On Saturday, a special prosecutor investigating Ms. Park’s case arrested Culture Minister Cho Yoon-sun and Kim Ki-choon, Ms. Park’s former presidential chief of staff, on charges of abusing official power in connection with the blackballing of the artists.

Ms. Cho is the first sitting member of Ms. Park’s cabinet to be arrested in the investigation.

Revelations about the blacklist have infuriated the public, prompting national introspection about South Korea’s young democracy and its authoritarian past. Huge crowds of people who have marched in central Seoul on recent weekends demanding Ms. Park’s impeachment have also called for the arrests of Ms. Cho and Mr. Kim.

Mr. Kim, 77, was a senior anti-Communist investigator at the K.C.I.A., the government’s main spy agency in the 1970s, under Ms. Park’s father, Park Chung-hee. The agency under Mr. Park arrested and tortured dissidents, framing them by charging that they were Communists or sympathetic toward North Korea.

Mr. Kim returned to the center of power with Ms. Park’s election, serving as her chief of staff from 2013 to 2015.

One of the first things he was accused of doing under her was to blacklist artists, writers and journalists deemed progressive and unfriendly to the government, reviving a practice from the country’s dictatorial past. Ms. Cho was accused of working with Mr. Kim while she was Ms. Park’s senior presidential secretary for political affairs from 2014 to 2015.

After repeated denials, Ms. Cho apologized to the people last week for blacklisting artists and denying them government support “just because of their political and ideological beliefs.”

Investigators have not unveiled a formal blacklist. But by 2015, the number of people rose to nearly 10,000, including many of the country’s best-known movie directors, novelists and poets, like Han Kang, winner of the Man Booker International Prize in 2016, and the director of “Oldboy,” Park Chan-wook.

The arrests on Saturday were part of the special prosecutor’s efforts to build a case against Ms. Park. The prosecutor plans to summon her for questioning next month.

Officially, Ms. Park has made promoting movies and other cultural products one of her top priorities. But her government has “seriously undermined the freedom of thought and expression” by secretly blackballing artists, the prosecutor said.
