Suh Cheon-ho, one of three vice chiefs at the National Intelligence Service, resigned late Monday after prosecutors said they had indicted an additional agency employee and a China-based diplomat for their involvement in allegedly falsifying official documents, according to national media. President Park Geun-hye accepted the letter of resignation, media said.

The Supreme Prosecutors’ Office said Monday that the two officials, in addition to another diplomat surnamed Kwon, last year produced a letter to the prosecution falsely certifying the immigration records of North Korean defector Yu Woo-sung on the Sino-Chinese border. Those records are also under investigation for forgery.

The Chinese employee and one of the agents were charged late last month of falsifying Mr. Yu’s immigration records to help make the case against him. The agency and prosecutors in charge of Mr. Yu’s case have argued that Mr. Yu made multiple trips to North Korea post-defection through the Chinese border, which Mr. Yu rejects.

The Supreme Prosecutors’ Office said it didn’t charge agency head Nam Jae-joon, citing insufficient evidence. Mr. Nam, a former army chief of staff and deputy commander of the U.S.-South Korea Combined Forces Command, has faced calls for his resignation from opposition parties. Prosecutors that presented the allegedly fabricated evidence didn’t get indicted either after they denied knowingly submitting the documents.
